If your Toll-Free number verification in FEA Create was rejected, it’s usually for one of two reasons:

Rejection Reasons You Can Fix and Resubmit
If your rejection falls under any of the reasons below, you have 7 days to make changes and try again.
Common Fixable Issues:
The Most Common Reason: Missing SMS Consent (Opt-In)
The most frequent reason for rejection is not collecting clear SMS opt-in consent from your contacts.
To pass verification, you must:
Show clear proof that the person agreed to receive SMS messages.
Use a separate opt-in checkbox on your form that clearly says they are agreeing to receive text messages.
Make sure the checkbox is not pre-ticked and includes wording like:
"Yes, I agree to receive SMS updates about products, services and offers."
Keep screenshots or a live public link showing how users opt in.
Do not rely on terms and conditions, privacy policies or general contact forms alone.
Age Gate Not Strong Enough:
You must ask for a full date of birth (e.g. MM/DD/YYYY).
"Are you 18+?" with a Yes/No button is not enough.
Problematic Links:
Don’t use free public link shorteners.
Make sure links start with "https://" and go to a real, working website.
Missing or Invalid Business Info:
Provide correct business name, contact details and a live, accessible website.
One Number Used for Multiple Businesses:
Each business needs its own Toll-Free number.
Rejection Reasons That Cannot Be Resubmitted
Some types of content are not allowed at all. If your number was rejected for these reasons, it cannot be used to send texts:
Sexual or adult content
Hate speech or violence
Firearms, tobacco, vape products
Cannabis or CBD
Loans or debt collection
Gambling, sweepstakes or stock alerts
Cryptocurrency or investment schemes
Phishing, fraud or deceptive marketing
What Happens If You Don’t Fix It?
You have 7 days to correct eligible issues. If not, your number becomes "Restricted" and messages will stop.
If your issue is ineligible, your number will be "Blocked" immediately.

Do I have to be a US business?
No — businesses from other countries can apply.
Will I be charged if messages fail?
You won't be charged if the message fails before it's sent. But if an attempt is made, charges apply even if it fails later.
Messages still not going through, even under the daily limit?
Toll-Free numbers can be filtered even if you’re within your limits. Verification helps reduce this risk.
What if I don’t verify at all?
Unverified numbers will eventually be blocked from sending messages to the US and Canada.
